Memorandum of Understanding signed between Perbadanan Kemajuan Negeri Selangor, Inter Great (M) Sdn. Bhd., and PKNS FM Integrated Sdn. Bhd.

Today marks a significant milestone as Perbadanan Kemajuan Negeri Selangor (PKNS), Inter Great (M) Sdn. Bhd., and PKNS FM Integrated Sdn. Bhd. came together to sign a Memorandum of Understanding (MOU). The agreement sets the groundwork for future collaborative efforts in the development of the Transitory Labour Quarters (TLQ) project. The exchange of agreement documents among all three parties has been completed by PKNS Chief Executive Officer, Dato’ Mahmud bin Abbas, CEO of Inter Great Group of Companies, Dato’ Sri Chew Suen Wei and CEO of PKNS FMI, Tuan Haji Shamshul Bahari Ahmad.

The TLQ serves as a temporary accommodation, acting as an immediate stopgap measure while the permanent Centralised Labour Quarter (CLQ) is under construction. Equipped with essential amenities and designed to elevate workforce hospitality, this development aims to ensure well-managed and comfortable living conditions for industrial workers.

For the proposed long-term plan, PKNS estimates that a total of 50,000 units of CLQ will be built by 2032. In the meantime, the proposed short-term plan of PKNS will be to build 8,000 units of TLQ by 2024. The construction of each CLQ will take around approximately 4 years to be completed.

“This MOU provides opportunities for PKNS to create new initiatives in the TLQ sector with business partners. It also reduces the risk in terms of construction and operation costs through the joint venture. The validity period of this MOU is for two (2) years from the date it is signed,” stated Dato’ Mahmud, CEO of PKNS.

Concept: Modular Construction

PKNS’ groundbreaking approach to this project involves modular construction, ensuring rapid deployment and flexibility in addressing the accommodation needs of our valued workforce.

Project Details:

  • Land: Spanning 10 acres, the development will unfold in two distinct phases, with a total project lifecycle of 10 years.
  • Rental Rates: Accommodation costs will range from RM180 to RM250 per bed per month, ensuring affordability for the labour force.
  • Key Amenities: The TLQ development includes essential amenities to enhance the living conditions and well-being of residents, including an Arrival Hall, Grocery Store, Laundry facilities, Clinic and Sick Bay, Surau, Multi-Purpose Hall, and a Management Office.

Chair of MJKP Support:

Recognizing the urgent need for adequate workforce accommodations, the Chair of MJKP (Mesyuarat Jawatankuasa Kewangan PKNS) has urged PKNS to expedite the development of the Centralised Labour Quarters (CLQ). The CLQ is targeted to be operational by 2027, and the Chair is committed to assisting in obtaining the necessary approvals, including green lane status and temporary building permits for up to 10 years.

TLQ Development Timeline:

PKNS is proactively exploring the possibility of TLQ operations commencing by Q3 2024. The proposed TLQ site spans 10 acres of previously unused land at Bandar Sultan Suleiman (BSS) Fasa 4, presenting PKNS with the opportunity to generate income through land lease and TLQ operation managed by PKNS FMI.

PKNS FMI’s role to manage the operations of the TLQ includes providing a secure and comfortable living environment for the industrial workforce. Addressing the residents’ needs and concerns is a primary focus, ensuring their well-being within the accommodation. The company plans to employ robust security measures, including access control systems, 24/7 surveillance cameras, and a trained security team. Additionally, the maintenance team conducts frequent inspections, ensuring that plumbing, electrical repairs, and general upkeep are well-maintained. Transparent payment management solutions are also provided, facilitating easy rental payments and transparent billing for water and utilities consumption.

The 10-acre site will boast a built-up area accommodating a total of 2,496 beds, with an estimate of 480 beds per block across 6 blocks, ensuring adequate living space and amenities for the workforce.
